Abstract
The present study was deployed with the objective of analyzing the cultural management of the ordinances of the Illustrious Municipality of Loja, with the purpose of determining its incidence in the artistic and cultural development of the citizen of this canton, which has been possible through the application of the qualitative method and the use of the interview as an evaluation tool; answered individually by a sample of ten artists and local cultural managers. From this application, the results revealed that Loja is a city with great cultural production from its historical legacy; the one that has generated feelings of collective social belonging, but that today is seen in decline together with a scenario of economic precariousness for the artist and

Based on the above, the present study concludes that the cultural management by the Municipality of Loja is wrong; What affects its population must be in a social way and sense, placing this canton in a position well below other municipalities in the cultural field, in which artists from Loja have had success, space, diffusion and remuneration for their art through unlike what happens in your local environment.

El presente estudio se desplegó con el objetivo de analizar la gestión cultural de las ordenanzas del Ilustre Municipio de Loja, con la finalidad de determinar su incidencia en el desarrollo artístico y cultural del ciudadano de este cantón, el cual ha sido posible a través de la aplicación del método cualitativo y del uso de la entrevista como herramienta de evaluación; contestada de manera individual por una muestra de diez artistas y gestores culturales locales. De esta aplicación, los resultados revelaron que Loja es una ciudad con gran producción cultural proveniente de su legado histórico; el que ha generado sentimientos de pertenencia social colectiva, pero que hoy en día se visualiza en descenso junto a un escenario de precarización económica para el artista y gestor cultural, causa de diversos factores emanados de la mala gestión cultural del municipio local; entre ellos la falta de conservación de espacios culturales, la ausencia de democratización de la cultura, la no revalorización del artista o gestor cultural y la escasa promoción de los mismos. En base a lo expuesto, el presente estudio concluye que, es errónea la gestión cultural por parte Municipio de Loja; lo que afecta a su población seriamente de forma y sentido social, ubicando a este cantón en una posición muy por debajo a otros municipios en el campo cultural, en los cuales los artistas lojanos han tenido éxito, espacio, difusión y remuneración por su arte a diferencia de lo que ocurre en su medio local.
