Abstract
The objective of this study is to analyze the strategic planning of the Municipal GAD
of Chunchi, in order to determine its impact on local development. The approach of the research
work is qualitative, not experimental. The interview was used to obtain information, which was
directed to authorities and officials of the Municipal GAD. The questions dealt with the
fulfillment of institutional objectives and goals, periodic evaluation of planning, progress in
social, economic, tourist and environmental aspects in the territory. The main results obtained
were that, in the institution, strategic planning is deficient, because the projects established in the
social, productive, economic and tourism spheres have not been able to be executed optimally
due to the fact that there is no follow-up. the execution of the plans, there is also no periodic
evaluation, which makes it difficult to meet institutional objectives. It is concluded that strategic
planning constitutes a key factor for structural changes and the achievement of effective and
sustainable results, which allows the territory to develop in several areas. In other words, achieve
local development, which is the result of adequate strategic planning and the articulated
management of the actors involved; that is, the active participation of local governments and civil
society in favor of the desired development of the territory.

El objetivo del presente estudio es analizar la planificación estratégica del GAD
Municipal de Chunchi, con la finalidad de determinar su incidencia en el desarrollo local. El
enfoque del trabajo de investigación es de tipo cualitativo, no experimental. Se utilizó la
entrevista para obtener información, la cual estaba dirigida a autoridades y funcionarios del
GAD Municipal. Las preguntas versaron sobre el cumplimiento de objetivos y metas
institucionales, evaluación periódica a la planificación, avance en lo social, económico,
turístico y ambiental en el territorio. Los principales resultados obtenidos fueron que, en la
institución la planificación estratégica es deficiente, debido a que los proyectos establecidos
tanto en el ámbito social, económico, turístico y, ambiental no han podido ser ejecutados de
manera óptima en virtud de que no existe seguimiento a la ejecución de los planes, tampoco
existe avaluación periódica, lo que dificulta el cumplimiento de los objetivos institucionales.
Se concluye que la planificación estratégica constituye un factor clave para los cambios
estructurales y la consecución de resultados efectivos y sostenibles, lo cual permite al
territorio desarrollarse en varios ámbitos. En otras palabras, alcanzar el desarrollo local, el
cual es el resultado de una adecuada planificación estratégica y, de la gestión articulada de los
actores involucrados; es decir, la participación activa de los gobiernos locales y la sociedad
civil en pro del anhelado desarrollo del territorio.
