Abstract
This study analyzes the Code of Integrity and Public Ethics as an
anti-corruption strategy during the administration of Susana González, prefect
of Guayas. Its objective is to determine its effectiveness as a practical tool in
the establishment of Public Ethics at the government level, after facing a period
of corruption scandals. The qualitative approach of exploratory - descriptive
methodology allows the application of techniques to collect data on the
previous and current reality of the problem, based on the results of the thirty
unstructured interviews carried out with civil servants, former civil servants and
citizens. Finally, it was evident that before the implementation of the code,
corruption was institutionalized, an issue that changed after the application of
the tool. Finally, it was concluded that the use of the Code of Integrity and
Public Ethics not only contributed to making public management transparent,
ordering processes and awakening the social conscience of officials urging
them to serve, but also led to the beginning of the recovery of the deteriorated
image institutional.
Description
En el presente estudio se analiza el Código de Integridad y Ética
Pública como estrategia anticorrupción durante la gestión de Susana González,
prefecta del Guayas. Su objetivo radica en determinar su eficacia como
herramienta práctica en la instauración de la Ética Pública a nivel
gubernamental, después de enfrentar un periodo de escándalos de corrupción.
El enfoque cualitativo de metodología exploratoria – descriptiva, permite la
aplicación de técnicas para recolectar datos de la realidad anterior y actual de la
problemática, tomando como base los resultados de las treinta entrevistas no
estructuradas realizadas a servidores, exfuncionarios y ciudadanos. Finalmente,
se evidenció que antes de la implementación del código la corrupción estaba
instucionalizada, cuestión que cambió luego de la aplicación de la herramienta.
Finalmente se concluyó que el empleo del Código de Integridad y Ética Pública
no solo contribuyó a transparentar la gestión pública, ordenar los procesos y
despertar la conciencia social de los funcionarios instándolos a servir, sino que
además propició el inicio de la recuperación de la desmejorada imagen
institucional.
