| dc.description | La investigación tuvo como objetivo analizar como la transparencia y eficiencia de la contratación pública de bienes y servicios por la parroquia Mariscal Sucre influye en la imagen institucional de la entidad SERCOP. El trabajo adopto un enfoque cualitativo y correlacional, empleando cuestionarios para la recopilación de datos, para su posterior procesamiento. La variable contratación pública e imagen institucional fueron evaluadas a través de cuestionarios con la escala Likert de 18 y 16 ítems de forma respectiva, dirigidos a una muestra de 15 sujetos, obtenida con un muestreo intencional. Dicha muestra está conformada por proveedores y trabajadores de la entidad SERCOP, con el propósito de obtener una percepción holística de la eficacia y transparencia en los servicios de la entidad. Los resultados indicaron que 60% de los encuestados perciben el control interno como insuficiente, por lo cual la percepción institucional es de carácter regular. De igual manera 53,3% de los encuestados perciben que los requisitos existentes no garantizan la adecuada pluralidad en el proceso de contratación. Por consiguiente, se identificó como factores de riesgo la falta de control interno y deficiencias en procesos técnicos Por otro lado, se identificó que aspectos como la planificación y ejecución contractual ejercen un impacto sobre la confianza, transparencia y eficacia percibida por los usuarios. Finalmente, la dimensión transparencia y eficacia fue aquella con mayor correlación sobre los aspectos de contratación pública. Concluyendo que existe una relación entre la transparencia en los procesos de contratación pública y la presunción de imagen institucional de la entidad. | |
| dc.description.sponsorship | The objective of the research was to analyze how the transparency and efficiency of public procurement of goods and services by the Mariscal Sucre parish influences the institutional image of the SERCOP entity. The work adopted a qualitative and correlational approach, using questionnaires for data collection for subsequent processing. The variable public contracting and institutional image were evaluated through questionnaires with the Likert scale of 18 and 16 items respectively, aimed at a sample of 15 subjects, obtained with intentional sampling. This sample is made up of suppliers and workers of the SERCOP entity, with the purpose of obtaining a holistic perception of the effectiveness and transparency of the entity's services. The results indicated that 60% of those surveyed perceive internal control as insufficient, which is why the institutional perception is of a regular nature. Likewise, 53.3% of those surveyed perceive that the existing requirements do not guarantee adequate plurality in the hiring process. Consequently, the lack of internal control and deficiencies in technical processes were identified as risk factors. On the other hand, it was identified that aspects such as contractual planning and execution have an impact on trust, transparency and effectiveness perceived by users. Finally, the dimension transparency and effectiveness was the one with the greatest correlation on the aspects of public procurement. Concluding that there is a relationship between transparency in public procurement processes and the presumption of the institutional image of the entity. | |
