TRANSPARENCIA EN LA INFORMACIÓN Y SU IMPACTO EN LA EFICIENCIA ADMINISTRATIVA DEL GAD MUNICIPAL DEL CANTÓN LOMAS DE SARGENTILLO

Abstract

This study analyzes the relationship between information transparency and administrative efficiency in the Decentralized Autonomous Government (GAD) of the municipality of Lomas de Sargentillo. In response to the growing need to improve public administration in small municipalities, the hypothesis proposed is that greater institutional transparency positively impacts administrative efficiency. A qualitative methodology was used, based on a bibliographic review of recent studies applied to the Ecuadorian context. The findings show that the implementation of transparency policies has had positive effects in some municipalities in the country, particularly regarding citizen participation and access to information. However, significant challenges were also identified, such as the digital divide, the lack of an organizational culture focused on accountability, and the limited practical utility of transparency portals. Based on documented case studies and theoretical discussion, the study concludes that transparency must go beyond regulatory compliance to become a sustained institutional practice. In rural contexts like Lomas de Sargentillo, strengthening technological infrastructure, training public officials, and promoting a culture of active participation are key to achieving more efficient and transparent governance.
