Abstract
The main objective of this study is the design of a comprehensive
process for the linking of all personnel who work in the Municipal
Decentralized Autonomous Governments that belong to the province of Chimborazo, with the purpose of having efficiency and
transparency about human talent management. Through a
qualitative approach, a non-experimental cross-sectional design
was applied, based on interviews directed especially to the head of
Human Talent. The results show that there are no formal and
standard processes in the processes of identification of any need,
election, and connection of personnel. As a proposal, there is a
process manual that allows addressing any deficiencies that arise,
thereby promoting management aligned with institutional
objectives. It is concluded that the implementation of this manual
will contribute significantly to the improvement of the operational
part and transparency of the administration in the municipal GAD.
Description
El presente estudio tiene como principal objetivo el diseño de un
proceso integral para la vinculación de todo el personal que labora
en los Gobiernos Autónomos Descentralizados Municipales que
pertenecen a la provincia del Chimborazo, con el propósito de tener
una eficiencia y transparencia en lo que respecta a la gestión del
talento humano. Por medio de un enfoque cualitativo, se aplicó un
diseño de tipo no experimental transversal, basada en entrevistas
dirigidas especialmente al jefe de Talento Humano. Los resultados
evidencian que no existen procesos de tipo formal y estándar en los
procesos de identificación de cualquier necesidad, elección y
vinculación del personal. Como propuesta, se tiene un manual de
procesos que permita abordar cualquier deficiencia que se presente
con lo que se promueva una gestión alineada a los objetivos
instituciones. Se concluye que con la implementación de este
manual se contribuirá de manera significativa a la mejora de la parte
operativa y transparencia de la administración en los GAD
municipales.
