Abstract
The census system is a data collection instrument that is used as a reliable source on the economy and the inhabitants of the nation according to the needs of each region. For this reason, the objective of the study is to analyze the use of the census system. as a strategy of the public administration to determine its impact on the effectiveness of charging for the drinking water service to the citizens of the Durán canton. The methodological approach is mixed, since quantitative and qualitative studies are used. An interview was applied to be able to have the institutional point of view from the perception of the collaborators of the billing area. On the other hand, from the data obtained from the institution's system, the statistics about the collection of the public drinking water service from the periods October and November of the year 2022 were validated. The main result was that between the real values that are currently collected was a total of $314,961.76. While the estimated value that should be collected was $520,603.03. This numerical increase should lead to an increase in economic income to the coffers of the municipality of the canton; However, the income must not only be in volume (number of users) but also in quantity of liquid supplied per liter, in such a way that there is uniformity between the liquid that is sent to the different contracting parties and the values that are invoiced by this service. Therefore, it is concluded that updating the census system is an effective strategy to provide quality drinking water service and correct billing for investment in greater works and services in favor of the citizens and inhabitants of the canton.

El Sistema censal es un instrumento de recolección de datos que se utiliza como una fuente confiable sobre la economía y los habitantes de la nación de acuerdo a las necesidades de cada región.Por este motivo, el objetivo del estudio es analizar el uso del sistema censal como estrategia de la administración pública para determinar su incidencia en la efectividad del cobro por el servicio del agua potable hacia la ciudadanía del cantón Durán. El enfoque metodológico es mixto, ya que se hace uso de estudios cuantitativos y cualitativos. Se aplicó una entrevista para poder tener el punto de vista institucional a partir de la percepción de los colaboradores del área de facturación. Por otra lado, a partir de los datos obtenidos del sistema de la institución, se validaron la estadística acerca de la recaudación del cobro del servicio de agua potable de la ciudadanía desde los periodos octubre y noviembre del año 2022. Se obtuvo como principal resultado que entre los valores reales que se recaudan actualmente fue un total de $314.961,76. Mientras que como valor estimado que se debería recolectar fue de $520.603,03.Este aumento numérico debe derivar en un aumento en el ingreso económico hacia las arcas del municipio del cantón; no obstante, el ingreso no sólo debe ser en volumen (cantidad de usuarios) sino también en cantidad del líquido suministrados por litros, de tal forma que haya uniformidad entre el líquido que se hace llegar a los diversos contratantes y los valores que se facturan por este servicio. Por lo que se concluye que la actualización del sistema censal es una estrategia efectiva para dotar del servicio de agua potable con calidad y la facturación correcta para la inversión en mayores obras y servicios en favor de los ciudadanos y habitantes del cantón.
