Abstract
The purpose of the State is to achieve adequate living conditions
and well-being for the population. Road actors are essential for the socioeconomic
and cultural development of a nation that seeks better public
management to meet the demand for daily transportation. The objective of
this study is to analyze the social responsibility of the State, in order to
JEL Classification establish its relationship with the effective public management of land
transport in Ecuador. The focus of the study is qualitative since it is
intended to understand the phenomenon of the ineffectiveness of the
cantonal and interprovincial road service towards the habitant of this
country. Through the data corresponding to the survey of population
dispersion and concentration and intensity of the road network for the year
2022 - 2023, the population growth rate and its incidence on inter and
intra-provincial mobility were evaluated. Due control over compliance
with the regulations of the operators and servers of the inter and intracantonal
public transport service, citizens still cannot enjoy a quality
public service from the Ecuadorian State. Which allows us to conclude
that the institutionality of the State is cracking in the face of the noncompliance
of many of its members who only look after their particular
interests over those of the common good of society.

La finalidad del Estado es lograr condiciones adecuadas de vida
y bienestar para la población. Los actores viales son fundamentales para el
desarrollo socio económico y cultural de una nación que busca una mejor
gestión pública para suplir la demanda de transportación diaria.El objetivo
del presente estudio es analizar la responsabilidad social del Estado, con la
finalidad de establecer su relación con la efectiva gestión pública del
transporte terrestre en Ecuador. El enfoque del estudio es cualitativo ya
que se pretende comprender el fenómeno de la poca efectividad del
servicio vial cantonal e interprovincial hacia el habitante de este país. A
través de los datos correspondientes a la encuesta de Dispersión y
concentración poblacional e intensidad de la red vial del año 2022 – 2023
se evalúa el índice del crecimiento poblacional y su incidencia en la
movilidad inter e intra provincial.Se obtuvo como resultado que a falta de
un debido control sobre el cumplimiento de las regulaciones de los
operadores y servidores del servicio público del transporte inter e
intracantonal, la ciudadanía todavía no puede gozar de un servicio público
de calidad por parte del Estado ecuatoriano. Lo que permite concluir que
la institucionalidad del Estado se resquebraja frente al incumplimiento de
muchos de sus miembros que solo velan por sus intereses particulares por
sobre los del bien común de la sociedad.
