LA BUENA GOBERNANZA MUNICIPAL Y SU INCIDENCIA EN LA EFECTIVA SOSTENIBILIDAD AMBIENTAL DEL TERRITORIO. CASO DE ESTUDIO PORTOVIEJO, ECUADOR.

Abstract

2030 Agenda and Sustainable Development Goals (SDGs) position countries as the main interlocutors for their implementation, but it will be in intermediate cities where many of these proposals will materialize. Therefore, these cities need to focus on the concept of environmentally sustainable cities. The objective of this study is to analyze Portoviejo´s Municipal Autonomous Government (GAD) governance, to determine its impact on the canton´s effective environmental sustainability. The study has a qualitative, analytical, and descriptive approach, gathering information through a documentary bibliographic review and semi-structured interviews with experts on the subject. Results obtained demonstrate that a conscious, responsible, and committed government with its inhabitants influences effective development of environmental sustainability initiatives in its territory. On the other hand, regarding economic resources allocated to this issue, experts consulted agree that, although there are unmet needs, it is essential to economically prioritize environmental sustainability, including it transversally in development plans. It is concluded that a municipality that focuses its planning on environmental sustainability generates good and responsible governance, also confirming that creation of green areas is the most economical and fastest alternative that cities, both large and small, have to embark on the fight against climate change.
