GOBERNANZA Y ASIGNACIÓN DE RECURSOS: IMPACTO EN LA GESTIÓN PÚBLICA DEL GOBIERNO AUTÓNOMO DESCENTRALIZADO DEL CANTÓN DAULE (2022)

Abstract

The study evaluates the efficiency of the Central Government in allocating financial resources to the Autonomous Decentralized Government of the Canton Daule (GADCD), Guayas province, Ecuador, and its impact on the execution of public works during the year 2022. Using a qualitative, non-experimental, and observational approach, the interaction between governance, resource allocation, and the execution of public works was evidenced. Structured interviews were conducted with three public servants from the local government and a thorough review of the budget statement of income and expenditures for the 2022 period was carried out. The results showed a crucial connection between governance, state resource allocation, and the execution of public works, confirming the hypothesis. While significant achievements were identified, challenges were also found suggesting the need to strengthen the Public Works department and explore alternative sources of revenue. It is concluded that the allocation of economic resources from the State to the GADCD significantly impacted the execution of public works and local development during the year 2022, supported by the effective budget execution of the GADCD derived from its own resources.
