MANUAL DE REGULACIÓN SOBRE PROCESOS DE CONTRATACIÓN PÚBLICA Y SU RELACIÓN CON LA CALIDAD DE SERVICIO. CASO DE ESTUDIO

Abstract

State contracting is one of the priority aspects within the execution and management of public resources by the state administration. This is especially towards the economic reactivation and the reformulation of policies and procedures coupled with satisfying the needs of its inhabitants. The purpose of this study is to design a regulation manual on the public contracting process, in order to determine its impact on the quality of service of the collaborators who belong to the GAD of Naranjal. The methodological approach is mixed, since quantitative and qualitative studies were used. A survey was applied to 31 public officials of the institution of the departments and directions that carry out or carry out public procurement processes. On the other hand, based on the data obtained from the collaborators, the statistics of the data obtained through the cluster analysis. In this context, the reduction in 3 clusters was considered: 1. Those trained by SERCOP, but do not necessarily have knowledge in public procurement processes.2. The group of those who have knowledge in public purchases; and the 3. Cluster that directly relates those who participate in the processes with responsibility for execution. The main result was obtained that among the values that the largest investment that the State makes is in the budget for works with a total of $945,085.97. Given these aspects, a process manual on public procurement was designed for the effectiveness of municipal management. Therefore, it is concluded that the proposal contributes to the fulfillment of the annual planning, so that resources are optimized and the quality of service to the inhabitants of the canton is improved.
