SISTEMA DE CONTROL DE ASISTENCIA DE PERSONAL COMO ESTRATEGIA DE OPTIMIZACIÓN DE RECURSOS. ESTUDIO DE CASO.

Abstract

The objective of this study is to analyze the aspects that constitute the technological implementation of a personnel assistance control system, in order to determine its impact on the optimization of resources within the Provincial Electoral Delegation of Morona Santiago. The research methodological approach is qualitative, within the exploratory type, of a descriptive-transversal nature; Use is made of the bibliographic review and the analysis of cases using in the framework of the international public and academic sector such as the Public Educational Institution for Minors No. 60023, Iquitos of Peru, the Bio University of Chile and the Municipal Government of Viancha de Bolivia, because these cases present similar variables on the technological implementation of employee attendance records and optimization of institutional resources. The results that have been obtained confirm satisfactorily that a computerized system that fulfills the task of recording attendance is to improve in its entirety since it reduces economic costs as well as time and that lead to the elaborate design of a proposal and implementation of a similar system for the provincial delegation of the CNE in Morona Santiago to improve the reliability of the information, the payment of remunerations in relation to the hours worked and to optimize both time and economic budget. The conclusions reached from this study are related to the fact that this dependency of the National Electoral Council requires the technological implementation of a personnel assistance control system as a strategy for the adequate management of institutional human talent, and in this way prevent it from continuing to targeted indirectly. labor rights, for this a proposal is designed that conforms to current regulations and that will allow to solve the shortcomings detected
