| dc.description | Este estudio evaluó la eficiencia de la contratación pública en el Gobierno Autónomo Descentralizado Provincial de Napo durante 2021-2023, analizando tres dimensiones clave como son la alineación estratégica del PAC-POA-PDOT, los factores administrativo/tecnológicos, y la transparencia en participación local, mediante metodología bibliográfica con revisión documental de 142 contratos, y cuantitativa en la cual se identificó que solo el 41% de los procesos estaban alineados con la planificación institucional, generando duplicidad de esfuerzos y asignación ineficiente del 62% del presupuesto. La implementación problemática de la firma electrónica con retrasos en 37% de los casos con un promedio 21.5 días, esto mostró el mayor impacto negativo, acumulando pérdidas por $1.05 millones. Paralelamente, el Índice de Transparencia ITCP=0,55 y la participación local del 28% de adjudicaciones revelaron brechas críticas, agravadas por barreras como requisitos técnicos excesivos y redes de influencia fragmentadas con una densidad=0.43. Los resultados destacan tres problemas estructurales como son la desarticulación entre instrumentos de planificación, digitalización sin soporte técnico/capacitación evidenciando 14% del personal certificado, y los mecanismos de inclusión local insuficientes. Como solución, se propone un plan de mejora con tres acciones prioritarias: implementación de un módulo digital de alineación estratégica con un monto de $15200, capacitación bimestral para 23 funcionarios que representa $7800 al año, y reformas para incrementar la participación local al 40% mediante ventanillas únicas y simplificación de requisitos. El estudio aporta evidencia cuantitativa y cualitativa para optimizar la contratación pública como herramienta de desarrollo territorial, destacando la necesidad de sinergias entre tecnología, capacitación y gobernanza participativa. | |
| dc.description.abstract | His study evaluated the efficiency of public procurement in the Decentralized Autonomous Government of Napo Province (GADPN) between 2021-2023, analyzing three key dimensions: strategic alignment (PAC-POA-PDOT), (2) administrative/technological factors, and transparency in local participation. Using a mixed methodology including documentary analysis of 142 contracts and quantitative assessments it was found that only 41% of processes aligned with institutional planning, resulting in effort duplication and inefficient allocation of 62% of the budget. Problematic e-signature implementation caused delays in 37% of cases (avg. 21.5 days), demonstrating the highest negative impact (β=0.62, p<0.01) and cumulative losses of $1.05 million. Concurrently, the Transparency Index (ITCP=0.55) and local participation rates (28% of awards) revealed critical gaps, exacerbated by excessive technical requirements (affecting 65% of suppliers) and fragmented influence networks (density=0.43). The results highlight three structural issues: disjointed planning instruments, digitization lacking technical support/training (only 14% of staff certified), and insufficient local inclusion mechanisms. As solutions, the study proposes a three-pronged improvement plan: implementing a digital strategic alignment module ($15,200), bi-monthly training for 23 staff ($7,800/year), and reforms to boost local participation to 40% through one-stop shops and streamlined requirements. By providing quantitative and qualitative evidence, this research underscores the need for synergies between technology, training, and participatory governance to optimize public procurement as a tool for territorial development. | |
