| dc.description | El artículo tiene como objetivo evaluar la implementación del mecanismo de la Silla Vacía en el Gobierno Autónomo Descentralizado (GAD) del cantón La Libertad, determinando si se cumplen los requisitos y procedimientos establecidos para fomentar la participación ciudadana. La investigación se enmarca en un enfoque mixto, pues participan técnicas cuantitativas como la encuesta y cualitativas como la entrevista. Se aplican encuestas a una muestra de 46 personas y entrevistas a 5 personas, incluyendo autoridades locales y miembros de la comunidad. Los resultados muestran que la percepción sobre la transparencia y la efectividad del mecanismo es predominantemente negativa, con un 45.7% de los encuestados calificando la gestión como “poco transparente”. Asimismo, un 39.1% considera que el mecanismo mejora “muy poco” la participación ciudadana. Los entrevistados coinciden en que, aunque el proceso existe en teoría, la falta de claridad y accesibilidad en la información y en los procedimientos limita la participación ciudadana. Se revela una preocupante desconexión entre la normativa y su implementación en el cantón La Libertad, particularmente en lo que respecta a la Silla Vacía. Podemos concluir que no se cumple completamente con lo detallado en la Ordenanza de Participación Ciudadana del cantón La Libertad en cuanto a los requisitos y mecanismos para solicitar la Silla Vacía. El mecanismo no logra fomentar una participación efectiva debido a barreras como la falta de difusión y accesibilidad, lo que sugiere la necesidad de simplificar procesos y mejorar la comunicación entre el GAD y la ciudadanía. | |
| dc.description.abstract | The article aims to evaluate the implementation of the Empty Chair mechanism in the Decentralized Autonomous Government (GAD) of the La Libertad canton, determining whether the requirements and procedures established to encourage citizen participation are met. The research is framed in a mixed approach, since quantitative techniques such as the survey and qualitative techniques such as the interview are involved. Surveys are applied to a sample of 46 people and interviews to 5 people, including local authorities and community members. The results show that the perception of the transparency and effectiveness of the mechanism is predominantly negative, with 45.7% of respondents rating the management as “not very transparent.” Likewise, 39.1% consider that the mechanism improves citizen participation “very little.” The interviewees agree that, although the process exists in theory, the lack of clarity and accessibility in the information and procedures limits citizen participation. A worrying disconnection is revealed between the regulations and their implementation in the canton of La Libertad, particularly with regard to the Empty Chair. We can conclude that the details in the Citizen Participation Ordinance of the La Libertad canton are not fully complied with in terms of the requirements and mechanisms to request the Empty Chair. The mechanism fails to promote effective participation due to barriers such as lack of dissemination and accessibility, which suggests the need to simplify processes and improve communication between the GAD and citizens. | |
