LA ADMINISTRACIÓN PÚBLICA Y SU INCIDENCIA EN EL MANEJO DE LA CRISIS POR COVID – 19

Abstract

This paper analyzes the public administration and its impact on the management of the Covid-19 crisis. In Ecuador, the health emergency uncovered a fragmented health system, with insufficient allocated public resources and an unfavorable economic environment that seriously conditioned the response to the crisis, which was apart from health, economic. The methodology is descriptive and qualitative, a bibliographic review was carried out where managers of scientific publications and statistical data from public institutions were consulted as sources of information, under the following search criteria: side effects of COVID-19, investment, budget, vaccination statistics. The results show that Ecuador was not prepared to face this unprecedented crisis, so the Ecuadorian State had to apply other types of interventions, which arose from the different edges of public management. These measures were a response to the crisis, to exercise control, surveillance, inspection and sanctions that had not been implemented before. These measures sought to prevent the spread of the virus, especially due to the saturated public health system, but they also seriously influenced and affected daily life, work, and free time. The pertinent analysis carried out showed that the role of the public administration was not adequate and with serious consequences for the country, the necessary resources were not available and the consequences would be exposed in the serious health, economic and social crisis that Ecuador experienced.
