Abstract
This paper analyzes the declaration of formal unconstitutionality of the Organic Law
on Public Integrity in Ecuador, with emphasis on the violation of the principle of unity
of subject matter within the law-making procedure. The research takes Constitutional
Court judgment No. 52-25-IN/25 as its starting point, together with the constitutional
and statutory framework provided by the Constitution of the Republic, the Organic
Law of the Legislative Function, and the Organic Law of Jurisdictional Guarantees and
Constitutional Control. From this perspective, the study argues that unity of subject
matter is not a secondary formality, but a guarantee of normative rationality, publicity,
democratic deliberation, and legal certainty. This revised version strengthens the
incorporation of constitutional doctrine, deepens the author’s own legal argumentation,
and develops a more defined conclusion regarding the limits that urgent economic bills
must observe in Ecuador. Accordingly, the paper concludes that the legislative
technique used in the LOIP exceeded the applicable constitutional framework and
affected the legitimacy of the parliamentary process.

Description
parlamentario.
