| dc.description | En el presente trabajo se analizará una forma en particular de ingresar al sector público, esto es, por medio de un cargo de libre nombramiento y remoción, los mismos que son ocupados por personas de confianza de la autoridad nominadora y que fácilmente son susceptibles a realizar cambios, en cualquier momento. Dentro de este grupo encontramos un sin número de funcionarios que con frecuencia son relevados por otros, ya sea por decisión del mismo mandatorio o por un cambio de administración. Se definirá el concepto de estabilidad laboral y se indagará sobre la esencia de los cargos de libre nombramiento y remoción. Su origen, la categoría a la que pertenecen, como surgen y las limitaciones al momento de otorgar el nombramiento. | |
