In the context of the privatization of essential basic services in Ecuador, the legal and regulatory challenges that emerge when implementing private management models in key sectors such as drinking water, electricity and telecommunications will be examined. In addition, the evolution of the regulatory framework will be evaluated, highlighting the constitutional principles that guarantee universal access to these services, and how legislation has addressed the growing intervention of the private sector in areas traditionally managed by the State. In the sense of the historical evolution of privatization in Ecuador, the structural reforms imposed are considered, as well as the different privatization models adopted, including concessions and public-private partnerships. Additionally, user rights are evaluated, emphasizing the need to guarantee equitable and protected access to essential services, and the barriers that still persist, such as geographic and social inequality.
