From the standpoint of business liquidity, tax benefits may have a limited impact on attracting domestic and foreign investment. Although these tax exemptions or reductions seek to alleviate economic burdens, in many cases they do not address the structural problems that affect the ability of companies to maintain a healthy cash flow. Factors such as administrative complexity, delays in tax refunds, and high operating costs (resulting from poor infrastructure or regulatory hurdles) can limit the positive impact of these incentives. In addition, legal instability generates uncertainty about the sustainability of benefits, affecting financial planning. For domestic and foreign investors, liquidity depends not only on lower taxes, but also on a stable and predictable economic environment that allows them to operate with competitive costs. Therefore, tax benefits, if not complemented by improvements in the business environment, may be insufficient to attract foreign capital
