This research consists of a legal analysis of the First General Provision of Executive Decree No. 273, dated December 31, 2025, which requires mining concessionaires in Ecuador to implement self-supply energy systems for their own consumption. The context arises from the national energy crisis and the Energy Competitiveness Law, which has led the Executive Branch, through a regulatory reform, to exceed the scope of the Mining Law in energy matters by imposing an obligation not contemplated in the statute. The methodology comprises a legal description and an analysis of the principles of normative hierarchy, legal certainty, and equality, the latter through the application of an equality test. The results show that the reform distorts the authority granted by Article 59 of the Mining Law by transforming it into an unjustified public burden. The First General Provision of Executive Decree No. 273 violates the constitutional principles of normative hierarchy and legal certainty by imposing obligations through secondary regulations. The study concludes that the State imposes a burden on regulated parties while disregarding the technical differences among the regimes recognized in the Mining Law.esautogeneración energéticasectores estratégicosconcesionarios minerosrégimen minerojerarquía normativaseguridad jurídicaigualdadproporcionalidad.EL IMPACTO JURÍDICO DE LA OBLIGATORIEDAD DE AUTOPROVISIÓN ENERGÉTICA EN LOS CONCESIONARIOS MINEROSThesis
